STATE INCOME AND EXPENDITURE POLICIES IN TURKEY AND THEIR RELATION WITH INCOME DISTRIBUTION DISBALANCES

ABSTRACT

        States are political organisations which are formed by themselves in order to satisfy the social needs. Classical economists do not approve state interference into socio-economic life. Nowadays, in addition to their traditional functions such as justice, security, defence and diplomacy, it is an inevitable fact that states have some roles in social and economic areas. For example, states can be effective in balancing income distribution, stabilisation of public welfare, elimination of regional backwardness etc.
In this paper, policies pertaining to the public income and expenditures for balancing income distribution and for the stabilisation of public welfare in Turkey are examined and made some personal suggestions.
