WORLD EXPERIENCE OF FEDERALISM AND THE SOVIET FEDERALISM

ABSTRACT

      In this essay, different kinds of federation models existing in the world (the contractual federation, the constitutional federation, the federation created "from above", federation on the basis of the union, federation on the basis of an autonomy etc) are considered. The Soviet model of federalism is compared to main principles of federalism. Framework of this analysis is composed of the main principles of federalism and contradictions between practice and legal basis of the Soviet federalism.
