THE DEVELOPMENT OF BECOMING THE SUBJECTS OF THE RIGHT OF POLITICAL AUTONOMY OF ADZHARIANS AND TURKEY'S INFLUENCE ON IT

ABSTRACT

        The aim of this article is to indicate that ethnographic groups like nations and minorities, in some extraordinary situations, could be the subjects of the right of political autonomy as in the example of the Adzharians. In this context, firstly, the origines of Adzharians, their seperation from Georgians and becoming a national minority and acceptence of Islam and Turkish Culture by them after Ottoman conquest of Adzharistan, are examined. The Adzharians, as a result of The Treaty of Berlin (1878), ones more had to unite with the Georgians. In the composition of this nation, the Adzharians were considered as an ethnographic group since they have the same religion and the culture with Turks. Secondly, a special attention is given to the Turkey's efford for the recognition of the right of political autonomy to the people of Adzharistan in international (Moscow and Kars Agreements) and in Georgian law. The aim of the political autonomy was to protect the Adzharians' religious and cultural values which they accepted during the Ottoman administration. The events which brought the right of political autonomy are also explained in this section. Although the religious and cultural rights of the people of Adzharistan were taken their places in the 1938 and 1978 Constitutions of the Adzharian Autonomus Republic, these rights were violated during the Soviet Administration. Howewer, after 1991, their rights were guaranteed.
