Abstract: The origin and vital activity of Tatar Alexey Ivanovich (Kutlu Mohammed) Tevkelev are considered in this article who had proved himself an ardent supporter and realizator of Russian policy on capture of territory Idil-Yayik (the Volga and Urals region) region and violent connection of Kazakhstan to Russia. He was one of special services experts of external relations of Russia in 18th century and the well-known persons in realization of the east policy of Russia, the board of which had arisen in the period of I Peter's governing.
