THE POLICIES ON TRAINING ELEMENTARY SCHOOL TEACHERS AND THE PROBLEM OF |

Abstract: The purpose of this study is to investigate the policies on training elementary school teachers and discuss the problem of the teachers in service Muallims (teachers) who work in Subyan Mektebi (primary school) and professors who work in Medrese ( a kind of university) are the pioneer teachers who work in the organized education history of Turkey. For Subyan Mektebi a special programme was organized in the period of Mehmet the Second but after the death of him, this program was abolished. In modern sense, Darulmuallimin was established to train teachers for Subyan Schools on 16 th March of 1848 in Istanbul. In the beginning of the Republican Era, there were 20 schools for training teachers. In 1924, teacher training period was increased to 5 years and the curriculum of the program was reorganized. In 1926 teachers were trained under the name of "Teacher Training School for Primary Schools" and "Teachers Training Schools for Villages". In 1940 , "Village Institutes" were established. After the Period of 1952-53 these Institutes were abolished by the government in power. One type of teacher training schools were in service. In 1973 some of the teacher training schools were organized to offer collage Degree since the training period were 2 years. In 1989-1990, the period of teachers training were recognized to give Bachelor degree (4 years training).Although a special importance is given to teachers from the beginning of the Republican Era, crucial problems of the teachers have not been solved.Today, the quality of teachers, low salary, finding a position as a teachers are some of the problems which have not been solved so far.
