ABSTRACT
Political ınanuals (siyasetnaıne) are
designed to offeı- advices to statesınen adıninistrators in order to ınaintain a
better governınent. Thns nasihatnaınes (advices ınanuals) could be treated as a part of
siyasetnaınes.
Platon's work "The
State"(Devlet) has influenced both Western and Eastern siyasetnaınes.
This study deals with the advices of four
thinkers to statesınen about the state governınent: 1) Yusnf Has Hacip's Kutadgu Bilig,
2) Nizaın alMulk's Siyasetnaıne, 3) Koçi Bey Risalesi, 4) Defteı-dar Sarı Mehınet
Paşa's Advices to Statesınen (Devlet Adaınlarına Oğütler).
As a result of the study, it is found out
that statesnıen should have the following qualifications: A statesınan is a person who
is just, learned, well-balanced, clever, modest, generous, and honest, and gives
iınportance to the ideas of others and ıneritocracy.
